This long pole with the wheel on the end is how they would turn the windmill turret into which ever direction they needed it.

The Callington Mill in Oatlands, Tasmania is a working Georgian windmill built in 1837. It was restored to its former glory in 2010. The mill is the only working example of its type in the southern hemisphere and produces quality flours.

There is a windmill in Foxton NZ in working order - might be a different type of mill though.
