I use a 20mm 1.7 lens on a GF3 as a walkaround camera. But 20 is sometimes not wide enough. I am wondering if there are any budget/good quality wide angle convertor or adapter that is suitable for the 20mm lens? I had the 14mm kit lens before and I can buy it back for 150, so i would not want to spend too much on the adapter.

The decent wide adapters tend to cost at least $75-100 and are bulky and inconvenient to frequently take off and put on the lens, plus they add some barrel distortion and fringing that's not corrected in camera. Given that, you're better off just getting the 14mm lens, which is much smaller than those wide adapters, and as you said, can be gotten for $150 or so. OTOH, those wide adapters are good companions for the 14mm, given that they will convert it to a 10.5mm or 11mm lens, something that's otherwise seriously lacking within the system. I personally own a Sony VCL-ECU1 which makes the 14mm into a 10.5mm. It tends to sell for around $80 on ebay. BTW, it fits on the 20mm, but doesn't stay on, whereas it stays well clamped onto the 14mm.

Yep, get the 14. The wide-angle converter which is designed for the 14 will fit on the 20 (making it 16 or so) but it's too heavy and could damage the 20's AF motor. 14's focusing is internal so no problem.
