I bought PSE 19 because I had ran out of machines I could use PSE 15 on. I couldn't get my two Topaz purchases to go in the add-on/filters folder automatically, they've always loaded before.
I'm pretty rubbish with anything IT, but followed the simple steps on this link to manually install it, as there seems to be a problem with it adding to Elements 19. Very easy to do. Thought this might help anyone using the latest PSE program.
