Actually I think it means that they are not allowed to serve alcohol only sell it.
Some one from the UK should know better. Maybe @CD77 can explain it.

The 'Off' in Off Licence relates to consumption 'off' the premises (in other words not in the the shop), so an Off Licence is a shop with a licence to sell alcohol for consumption off the premises.

Thanks @Crdome , your comment is greatly appreciated... the high standard of work on this forum means you have to work hard to match it, I think I’m starting to do just that on a regular basis.
