One correction. The road does go all around Maui and Big Island. Kauai and Oahu, no.

But if you go up to Kohala it deadends.
I just looked at a map, and you can go up the west coast to Kohala, then down the mountain road, so you don't have to completely double back like I thought.

I did not know they completed the road around east Maui. It used to be a badly unimproved road that was "off limits" to rental cars.
I don't know how current this map is, but it shows two sections around both east and west Maui, which are "off limits" to rental cars.

Same here, but not in those figures.
1,324,100 in 2019, 500000 population
I'm always concious of being "a ruddy tourist" when outside my territory.
Home town is swamped by them here!

One of the things I liked about Kauai was it seemed so quiet when out and about.
Hardly saw many people which was very nice. That was 10 years ago

Kauai had an interesting way to control growth.
They did NOT widen the road, when I lived in in Hawaii.
So if someone makes a big development, all the traffic from that development has to fit on the same 2-lane road. So the road becomes a negative factor to the developers.

You may be right about Maui. Yes, it is possible to drive around Maui, but probably not advisable. The road around the Big Island is in better condition. Yeah, it’s not like you can drive through Waipio and Waimanu valleys, but you can essentially drive around the island.

Here's one more suggestion for Oahu. You could visit the only royal palace on US soil. Good to read up on Hawaiian history before you go.
