Will try shooting some pictures that match this aesthetic...

Seems the ingredients are:
- ISO 3200 to get that grain
- long shutter speeds to get that motion blur/shakiness
- f/16 to get a reasonable exposure with the above two
- generally low-key, underexpose by a stop
- B/W preferred, high contrast

Is there a way to completely turn off NR with .jpgs in Panasonic cameras?

Edit: Just found the "rough monochrome" filter setting which is perfect for this kind of look! Combine it with "S" picture size to get nice 4MP big grain.
