@popiT Yang, take lens off.

Hold camera with lens mount facing down.

Power on/off a couple of times.

Clean rear lens element with a clean, lint free cloth.

Take some clear sky photos at f/11, f/16 and f/22.

If dust spots cannot be seen at f/11 don't worry about it!

Repeat process a couple of times.

Otherwise, check for free sensor cleans at Olympus events near you.

Last resort, have a camera store/repair shop clean it for you.

Lens/sensor cleaning compressed air also works. Make certain that it's oil and liquid free.

Are you sure those aren’t just bugs and debris in the water? Their blurriness seems proportional to their distance from the center of focus on the surface of the water.
Certainly a possibility, Lyle. However, looking closely at the first shot, that seems unlikely.

In any event, the blue sky test at f/22 will provide a definitive answer.

then I cleaned the rear lens a couple times and 1 spot left at lower right corner

Will clean it again some other time.
