Maybe it is so wounded that it can't fly, is there any animal protection organisation or state veterinary that could do something?
If you send them the picture they might be able to determine if something should be done.
There is the SPCA, but they are usually very reluctant to intervene with wild birds or animals .... I could see if they have a website and contact email though.

This was a seemingly odd appearance by the pond in my complex. I thought this bird would usually be found right on the coast instead of 20/30 miles inland.

Cormorants often show up in the Pond I shoot which is about 120 miles the ocean. There is a river here in Oregon about 200 miles from the sea that has White Pelicans for part of the year (as well as a large pond less than 20 miles from my house). Always fun to see something unexpected. Fine images.
