Fascinating bridge!
I guess that house on the bridge is housing the motor(s) to lift the bridge?
It must be there because it is easier to synchronize the lift if the motor(s) are in the same place, when this was build I guess it was mechanical synchronization.

This is Chicago. The bridge is for trains, and the bridge operator would work from the house. I won't even speculate it's era
