What is (1:1) it zooms in a lot, but what is it zooming to? 1 pixel sensor to 1 pixel monitor?

At 1:1 you are seeing the image comprised of the actual pixels. All other ratios you are seeing a temporary resample on the screen.

Maybe I am getting confused on definitions, but aren't I always seeing pixels?

Yes, that's correct. A 24" monitor is typically only 2000 pixel across, and a 12mp camera is about 4000 pixels across.
