Loss of data in Windows Paint/Paint3D

Hello all,

Hoping you can give me some insight into a situation. I'm a Mac guy, but I need to sanitize some photos on my work computer, using only what comes with Windows, before transferring over to Lightroom. The shot I'm working on right now the ORF is about 17mb, the (camera generated) JPG is just shy of 9MB. Unfortunately, the system does not have the RAW extension, so the machine can't read ORF files.

Simply loading the JPG into both Paint and Paint3D and saving as JPG yields significantly smaller files by default (3MB and 2MB respectively). Saving as TIF yields files larger than the original RAW (21MB). To say I have little confidence in whatever Windows is doing is an understatement.

Does anyone have any insight into what is happening? The resolution of all the JPGs is the same (as reported by Windows). The Paint3D version lists 96dpi vs. 350 in the original, which is about the same ratio as the file size difference. Is there a way to prevent this loss of data? I tried checking the settings with no luck. I also got similar results with the Photos app.
