    It is almost certainly photoshop. If you look carefully you can see he used the same light mask for different colors. And honestly do they really have blue traffic lights in Germany?

    The blue might be real! Green traffic lights frequently have a secondary blue component to assist people who are colourblind. With the correct tweaks it would be easy to accentuate the blue over the green.

    Well, let's see. Traffic lights cycle every 5-15 seconds; depending on the population density. Those photos were perhaps captured with up to maybe 60-second shutter speeds.
