iOS9 works fine here on both an iPhone and iPad.

Sorry for the OP's troubles. But after the way iOS 8 slowed down my iPad 2 and iPhone 4s, I'm holding off on iOS 9 for a while. Maybe 9.1.

Somehow I don't think older devices will get faster with any later OS but will slow down because of hardware limitations compared to the later models. I want to know more before I update my iPad Air (1st model).

Agreed... but Apple is actually saying that iOS 9 should work more efficently and help older iPhones and iPads work a bit better. I'm not sure that has been the case so far. But if it runs no slower than iOS 8 and doesn't have too many bugs I may go ahead with 9.1. The biggest issue seems to be an installer bug that sometimes locks up one's device after having downloaded iOS 9 and while attempting to actually install the program.

In the case of iOS 8, Apple should have never made it available for the iPhone 4s and original iPad 2. Yes, iOS 8 would (and does) run on both but it's far from an optimal experience. I would have been happy to stick with iOS 7 on those devices. But by the time I could get iOS 8 installed, I was about a day past the deadline to roll back to iOS 7. My bad... but I'll never automatically trust Apple's judgement again.

One of our iPads is an iPad 2 which our church uses. I updated it to iOS 9 and I think that it is a little snappier. On our newer iPads I primarily noticed the new features of the iOS.

Mine was running choppy and that helped. It will not erase any content or data, but you will need to put in wifi passwords, re-do your notification preferences etc.

Well, after the release of iOS 9.0.1 and seeing how it runs on a friend's older iPad, I took the plunge. No problems installing and general performance seems about equal with iOS 8. But things do seem to operate much more smoothly with iOS 9 - much less choppiness and fewer dropped frames. And some operations are, in fact, a bit quicker. I'm running it on both an original iPad 2 and an iPhone 4s, and it's now a much less frustrating experience with both devices compared to the last year with iOS 8. It'll more than do until I purchase a new iPad and iPhone between now and the end of the year.

I cannot run the IOS app on either my new Iphone 6s with IOS 9.01 or on my Ipad 3 with Retina. It won't download any information. I deleted it and reloaded it from the computer but same results. The other problem is that the app cannot be found anymore at the Apple App Store. Does anyone know how one might proceed?

iOS app? You mean iOS 9x an operating system?
