Image file number vs shutter count discrepancies

My friend bought a Used camera off eBay and the seller said shutter count was 200-300 but when he took a picture it shows image file number at 4013. Can an unformatted Sd card do that or is the shutter count been wrongly quoted? He used an unformatted card. He doesn’t have another card he can format in camera right now. I’ve never compared the two so have no idea.

Image file name is usually representative of the date, not the shutter count.

Shutter count only includes mechanical shutter actuations.
