Is this part of a perfume bottle? Like the old fashioned kind with the bulb you would squeeze to aerosolize the perfume, and had an adjustment knob inline that looked like whats on your picture?

So, are you asking if it's a blood pressure device?

It looks to me like a valve of the inflator / pump / bulb, used in blood pressure monitors.
Maybe there are other devices with such inflator.
