I think the object is a bit generic.
It looks like the plastic piece goes flush with something and you have to put your fingers in there to turn it.
As the threads stops before the end of the screw, I assume it's used as a stop of some kind.

Maybe from an office chair.

I think we need to know:
Garage?
Photo related?
Office?
It does turn and as most things that turn fingers are needed
It’s not a “stop”
It is not related to; garage,office or photo.
