Well best I can do is that it's a industrial liquid oxygen tank, maybe at a hospital.
There is obviously a cold side and a normal temp side. It might be a pressure release valve in the upper left quarter of the pic.
Maybe the plumbing is used to condense something.

Close enough.

It's the oxygen supply tank for the Alfred Hospital, Melbourne.

I took the photo through the lock access hole in the cage it was in.

Looks like my toilet after installing a pair of turbo chargers on it...one on the ‘exhaust’ side, and one on the bidet side.

They are a standard fitting in the intake manifold of most modern cars.

It did look like a "tube de Pitot" which is for measuring gas speed.
