I always knew them as thinning scissors. I hated them as a kid. Funny how things change as our hair thins naturally...

Yes it’s green looks like a kitchen tool used with pasta making ravioli sealing the bottom and top

The round part looks as if it could be an adjuster to the object in question

It is "adjustable" by the round part.
But not a wrench, micrometer, nor divider.
