Well, it is not illegal to use anywhere, but the sale of it is not allowed except in Sweden, AFAIK.
I wonder why they didn't ban cigarettes also? (Probably to much money in the industry and to much income from taxes.)

As an aside I just read that Finland plans to be totally free of tobacco in 2030.

If they ban smoking in 2030, will there be anyone left in Finland by 2031?

Not used in the kitchen.
When in use it is outdoors.
Made of pressed stainless steel.
Pattern is to improve grip.
It is not a lid of something.

Handle of a "water gun" that connects to the water hose for watering plants?

Correct in all respects, except it's not a handle of a water gun.
