Well, it is not illegal to use anywhere, but the sale of it is not allowed except in Sweden, AFAIK.
I wonder why they didn't ban cigarettes also? (Probably to much money in the industry and to much income from taxes.)

As an aside I just read that Finland plans to be totally free of tobacco in 2030.

If they ban smoking in 2030, will there be anyone left in Finland by 2031?

Well, I think they want more people to survive, so hopefully more people.
(I don't think they will ban smoking, but the goal is that no tobacco should be used.)
