I was just writing a long clue about it, but now you solved it.

The cutting parts are made in Solingen, and the silver fitting in Sweden.
The handle is made from a wild boar tusk.

Before the last clue I was considering something like a candlesnuffer due to the "bell" shape.

This is obviously the forum with a name that always forces me to double-check which link did I actually click.

Still doesn't ring a bell. Bowls are of course made from both plastic and metal but this sure is a strange one. Folding silicone bowl might look like this one though.

There are bowls with strange protrusions at the bottom which makes it very hard to access the last bits.
I had to check what they are for and the answer was "Slow Feeder" but haven't seen this very pattern.
