Not sure I understand why businesses would have this item, when you have now said that it would be used mainly in the bathroom/bedroom. Is this a little bit of a red herring?, you have also said it is not a brush, so not a hairbrush, toothbrush, etc.
Is the whole item (including the 4 inch bit) made in one piece of the same material?
At home I would think mostly in a bedroom or bathroom at the business it certainly could be used in an office or cubicle
Not sure what your reference to “red herring” is
Correct no brush at all
It is “mine” is one piece but I would think it could be made of different parts the one pictured is metal
