The spikes works as a distance between the blades and skin, so the cutting length can be set (by motor, in this case between 0,4 and 12mm, if you believe the setting increments...).
Here display shows length set to 4,2mm, 26min of battery operation left:

I have something similar, but mine has a picture of a dog on the handle. The double crown is a bit tricky.

Doublechecked - no dog picture on mine.
Considering the dogs I have, it would anyway be difficult to use it on them.

Don't believe I've seen one like that, but then I only started cutting my own hair this year due to the pandemic.

The finish can be a bit rough, but it works well.

Mine is made by a company called P.E.T.
Of such type I have two, one of them indeed for pets, the other one not.

Normally I use both types: first with linear blades and then finish with the rotary ones. This works for me the easiest and quickest.

I've seen (and I've heard...) enough of them in my life 🙂
They also go by needle hammer ("młotek igłowy" where I live 😎 ), or needle descaler.
