You can use it inside or outside, acc. to the needs.
Can't be said that it's specifically garden or not related (same is valid for garage / house / ...). It's more activity related.
Edit: this time activity doesn't mean sport.

You use it, then when the work is finished you put it away, until needed again.

It could be used for certain "work" on car / motorcycle, but IMO the result would be not that good if you employ such related "work" method for finishing. Beauty relation - I would say no.
It's handy for the "work", but it just helps - not that the "work" can't be done without it.

Not a rope or lanyard related.
The "hoop", as you call it, on the left, is used to hold the tool used for the "work".
This clue should do.

In Polish we call it "wihajster", which obviously comes from the German „Wie heißt er?” 🙂
But it's a little bit to general.

Not a sharpener, nor a zip tie gun. All three parts of the object are plastic, and you can see all of them (partially).

It's a handle / clamp / holder of some sort.
To be used on a specific thing, with specific tool needed to do the job.
