No idea.
All I see is the cardboard with holes punched to make the holder shape folding easier.
The specific purpose of such holder is beyond my reach. I would say that as it's photo related it's for film frame, slide maybe. But it's a guess only.

Slide definitely! I've always found the pattern that a big stack of these makes to be mesmerizing.
