LOL ... the next step is to re-classify your grass to 'endangered' ... no disturbing (mowing) without an approved EIR.

Good call...I wonder how I get my wife (and my neighbors) onboard.

If you were in California, you could toss out 'CEQA' (California Environmental Quality Act') and tell them that your EIR is in court. That'll hold them off for at least five years.
