Should be in the north of the US as it was still light at 20:30.

Well, the name seems to start with an "M" and end with "ALL". The rest is behind the flag.
Can be something like "M************ CITY HALL".

I don't know what the M is about, as there's no M in the city name, but it is a City Hall.
