I've drawn a blank on "Martini Petrol". However, your initial clue did say to name the hotel and not the petrol station so perhaps that is the reason. "Martini" is perhaps the name of the owners? But it's very professional looking signage. The child appears to be carrying empty bottles - perhaps to fill with fuel - so it might be a real business and not a relic from a movie set as I thought for a while.
The cars are mostly Mercs, with a Beemer and a Citroen and they're left hand drive.
The words "petrol" and "market" are in English.
You have got it. The Dinasty Hotel in Tirana. One of the stranger places I have stayed. The swimming complex seems to be the Aquadrom. It was a few years since I was there, so did not know the filling station had changed name.
