I've looked at a display model of the gf3, the iso range seem to go from 160, 200, 400, 800, 1600 and 3200. From the reviews, I've seen images taken at 250, 640, 1250 and other values between what I saw available in looking at the display model.

Are these values available for the user to select or are they only available as options for the camera to automatically select?

Yes, at least on my GX1, I can choose full stops or thirds of a stop.

It's labeled "ISO Increments" in the Menu. If you choose 1/3 stops you'll see all the ISO stops like 1000, 1250, etc...
