This is a very basic question, but I've always used bayonet lens hoods before.

I have the Pany 20mm and 14mm primes. I have a screw-in hood for both of them.

If I buy a 46mm ND8 filter for them, which obviously screws onto the lens, can I screw the hood onto the filter?

With most filters you can, with some can't. Some "slim" versions don't have front threads. Check the filter description.

The other thing to watch for is when either stacking filters or using a screw in hood on top of filters, you may get some vignetting, especially on wider angle lenses. I doubt it would be a problem with the 20mm, but may affect the 14mm depending on the size of the hood.

I can't speak to this particular filter, but all my Tiffen filters have. The only filters that typically wouldn't would mention that they were a slim mount. I think you're probably ok
