Exceeded quota message when adding attachments

Some members may be getting a "quota exceeded" message when adding image attachments to threads. This is because I had to lower the attachment storage from 20MB to 10MB recently.

Each member has 100MB of gallery space, so that may be a better option for photo hosting than the attachment system.
