IMHO - they are not your kids. Grown ups are fair game but leave the kids alone.

I wouldn't like to think of my kids being photographed by some random stranger.

Fair enough. I don't agree though. I always photograph in crowds where parents can see me. If they ask me not to or want me to delete an image I would. I would only take a pic of a kid if they happened to be where I was already shooting, I wouldn't seek them out.

I don't have a problem with my kids being photographed in a public place, as long as it doesn't get weird or creepy. And besides, think of all the incredible street and documentary photography (and the historical value) we wouldn't have if kids weren't photographed.

Like no. 4 for the story, in general I don't think street performers make good street photos when I'm character, we have all seen them before and I feel street photography should be about the unusual or the usual seen in a different way, as you have in no. 4
