As with most of my camera collection, I inherited a Canon speedlite 200E for free. After checking a table I found in another thread to ensure the trigger voltage was low enough, I hooked it up and found the following:

It fires but always at full power.

Mounted on the camera, it won't charge unless I electrical tape the two back pins on the flash to isolate them from the camera; then it will, but again always full power.

I would like to be able to use this speedlite since it was free, but it has no manual adjustments on-flash. Is there any way to adjust the intensity? I do have the Canon body it originally came with but I don't see how that would do me any good.

I'm afraid the answer is simply: No, you can not control it. Only a Canon camera can give it the correct signals.
