Bokeh balls in video?

I've been trying to figure out the Bokeh Balls in a video as taken from a screenshot below so I can apply the effect to stills later.

The director began throwing them into the music video at around 2:35 here:
Screenshot above is at 3:02.

However, some are not round and some have an odd cats-eye shape so I'm ruling out a single light or maybe some other odd light modifier was used. Some have a Red-Blue cast on opposing edges. Maybe all done in post somehow - or video bokeh with HDMI lights is different than still with flash? Anamorphic lens perhaps for flare or color edge diffraction, but does that lens affect bokeh two different ways?

Any ideas?

Yes, that looks to be particles in a sunflare type effect in the photo. The movie has the music video style mask layering in video editing. A mixture of opacity variation on various video clip in multi tracks.
