Dummy I suspect. They are used apparently to deter pirates.

I suppose you could call it dummy repellant then. Like fighting fire with fire, fight dummies with dummies. Personally I think a 50 caliber machine gun would be more effective but shipping companies aren't ringing me up for my advice.
