Thank you, Andy!
No easy answer, I'm afraid - I use Camera Raw to do my initial color, saturation, etc. adjustments.
Then I go into Photoshop to do cropping and clean-up of distractions.
Then I use several different filters as well as PS tools to get the effects I want on different parts of the photo -
for instance, background, face and clothes were all treated differently.
This photo took me about 3 hours to process.

So not really in the spirit of this thread being a showcase for art filter images if there are so many other edits. IMHO.

I think I have a new favourite art filter - POP ART - but it is a bit marmite - I love it and hate it at the same time. Here is the issue - I use Partial colour and dramatic filter a lot but it is clear that the picture has been manipulated - which I like. However, I tried to use the POP art filter on some JPEGS when back home on the laptop on a very, very dull day and wow - it seem to lift the pictures.
So here is an example of the lonely sands around spurn point and the camera captures the grey and misery of the day:

I add POP ART to it and the colour just comes alive - even though it does not really reflect what the weather was like - bit neither looks unnatural:

And then trying POP ART on some other photos on the same dull day (and these are my views based on my laptop colours and my acceptance of what is OTT) :

POP ART - Just about on par with the original:
The original i.e. untouched by POP ART represents the real picture of the day:

The POP ART (below) suggested to me that I could push the saturation a little more and keep it looking natural on the above picture but not quite to the level as below, because again the POP ART brings it alive but the below is too garish for me:

So actually on a very dull grey day, I will be using the POP ART to try to extract as much colour as possible and toning it down if necessary. I am genuinely amazed how much this filter can lift the colours and "naturalise them" when the weather is so poor. More examples:
